To some extent, it's like when I was in the military. I was under a duty to obey lawful orders. I was also under a duty to not obey an unlawful order.
I not only could, but had a duty to, disobey what I considered to be an unlawful order.
And I'd better hope like hell that it was determined to be an unlawful order. My dingle-dangle would be dragging in the dirt, just waiting to be stomped on, if I was wrong ...

Its called insubordination. I know the people in DC are unaware of the term but those of us who live in the real world know. You'd *think* that executive branch agency employees would be more keenly aware that they serve at the pleasure of the President (with obvious implications if he is displeased). I've met a fair number of fedgov employees who really don't grasp the concept, or believe that there's a huge buffer of bureaucracy between the White House and themselves.
