What is going on is the fear of Spicer truth-telling and Trump calling people out biblically...Pubbies were too fearful in the past to do such things.
Trump and his team has no such fear. If not Spicer, then Conway...folks don’t want a bright light shone on them with negative words associated with in...this will work well and even get McConnell, McCain, and Graham in line.
I do believe the chair has the ability to set the length at the front of the vote.

It’s 2017, not 1817. Seems like there could be, say, a few other ways for absentee Senators to cast their votes without having to physically show up. In fact, they could do most business from their home office. Of course then they’d have to hang with their constituents, instead of running off to Washington to get away from them.
