There is a lot interesting discussion on this thread about the implications of shutting off the federal funding spigot. That is certainly relevant, but I would be interested in knowing the implications with which this article deals, namely STATE LEVEL funding. I’m wondering how significant that might be to Swarthmore and U of P.

Both Swarthmore and U of P are private, and they have large endowments.

Most students could not attend without (federally-backed) loans. Cut them off immediately.

The universities will not use their endowments to finance student tuition. Universities are Liberal, and therefor greedy. They will not spend a cent on their own students unless they can make a big profit off of them.

(I) engages in any conspiracy to commit any of the preceding acts, or
(II) aids or abets the commission of any of the preceding acts,
shall be punished as provided in subparagraph (B).
(B) A person who violates subparagraph (A) shall, for each alien in respect to whom such a violation occurs—

(iii) an offense in which the alien is not upon arrival immediately brought and presented to an appropriate immigration officer at a designated port of entry,
be fined under title 18 and shall be imprisoned, in the case of a first or second violation of subparagraph (B)(iii), not more than 10 years, in the case of a first or second violation of subparagraph (B)(i) or (B)(ii), not less than 3 nor more than 10 years, and for any other violation, not less than 5 nor more than 15 years.”

We’ve been looking for a way to get rid of these ivory tower pests. Here it is: off to federal prison with them, along with their little felon amigos.

Were the call mine to make, I'd give each "Sanctuary" campus 48 hours notice to vacate, then hammer every one with a combination of 500lb and 750lb cluster bombs loaded with building-rated ordinance. Shell them into their cellar holes.

An obvious alternative is to give no warning, and then use neutron bombs to clean out the carbon-based refuse, but leaving the buildings and grounds usable for Trump supporters to turn into new businesses.

I'm partial to the second option.

I thought I had misread the article, but no, Rep. Jerry Knowles sits in the Pennsylvania state legislature. They cannot cut off Federal grants - that would require action by the House of Representatives in Washington DC. The guys in Harrisburg can only fume.

Swarthmore and Penn administrators are setting their schools up as sanctuary campuses.

These are both private universities. Whatever Federal funding they receive is likely to be research grants to individual departments or professors. Expect some push-back from within.

Are these institutions located in the United States of America? Are private institutions allowed to declare themselves no go zones for selected federal agencies? How does that work?

The point the poster was making is that private universities do not receive as much Federal funding, if any, as public uni's. So this move may not work simply in terms of financial incentive. I do agree with your view that the law is the law, however.

More tha half a billion a year for one "private university" is a hell of a lot of money. And that's just in research monies, who knows what the Fed social program grants and funds amount to.

As my post 50 above observed, the pushback is likely to come from the recipients of research grant money, not so much from undergraduate or snowflake-related issues.

I was not addressing proxy_user directly on his post. I was using his post as a springboard to comment on the illogical insanity of the "sanctuary movement". A university or any other institution cannot simply opt out of laws they don't like. To allow them to do so is to invite anarchy.

These people are advocating harboring fugitives.

Is it possible to cut off the use by students using Pell Grants and Federal (tax-payer subsidized) Student Loans at these so-called private universities? When the legal, non-criminal students see their tuition sky-rocket because of the loss of their federal subsidies, they’ll soon be screaming.

It is quite clear that the Pennsylvania State Legislature cannot make changes to Federal law. The government in Washington DC would have to do that.
