Where does it say it is illegal?

"The EPA says that with any product used as a pesticide or rodenticide, it must be vetted for public safety, highlighting the complicated process of approving the use of pesticide use in this country. And states must enforce federal guidelines if the EPA cites any violations."

Buddy Christopher, the head of Boston's Inspectional Services Department says.."This is not necessarily one of those logical things, it's a regulatory issue, and we'll respect everything they want us to do," http://www.digitaljournal.com/news/environment/epa-tells-usa-cities-it-s-illegal-to-use-dry-ice-to-kill-rats/article/480404

Just what were the rodents using the dry ice for?

Adding to their carbon footprint in order to protest.

Why would you describe as “well meaning”, something you called “regulatory excess”? How do you know the motives behind this government diktat? Population control is an EPA objective and there is nothing well meaning about it.

I meant that the intent of the law was, on face value, “well meaning.” not excessive bureaucratic control.

USA Today is reporting that in some cities, there has been a 95 percent reduction in the number of rodents using dry ice.

What about the vast majority of rodents that aren't using dry ice?

I used to use one of these. The guy in the picture will soon learn to keep his legs tight together. Helmet, goggles, and real boots are a good idea too. Ground squirrel holes can get you hurt.

I have always been curious; why didn’t we use something like this in Viet Nam instead of sending men down the tunnels?

Catch rats in a live trap and take them to EPA office and turn loose.
= = =

Problem is they will cross-breed with the employees.

New, larger, more vigorous species.

Sounds like the rats in Congress deserve their own dry ice treatment.

These are awaiting approval of CO2 for medical use.

The Rodent PSAs were successful in getting most of them to quit.

"EPA tells U.S. cities ..."
FR: Never Accept the Premise of Your Opponent’s Argument

Patriots are reminded that the states never expressly constitutionally delegated to the feds the specific power to regulate environmental issues. So not even Congress has the constitutional authority to dictate environmental policy to cities imo.

In fact, a previous generation of state sovereignty-respecting justices had clarified that powers that the states haven’t expressly constitutionally delegated to the feds are prohibited to the feds.

”From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. To forestall any suggestion to the contrary, the Tenth Amendment was adopted. The same proposition, otherwise stated, is that powers not granted are prohibited [emphasis added].” —United States v. Butler, 1936.

But even if the states had delegated environmental powers to Congress, it remains that the Founding States had made the first numbered clauses in the Constitution, Sections 1-3 of Article I, evidently a good place to hide these clauses from Congress, to clarify that the elected members of Congress, not non-elected federal bureaucrats like those running the EPA, are solely responsible for the use of those powers.

In other words, the corrupt, post-17th Amendment ratification Congress not only wrongly lets non-elected federal bureaucrats and lawless presidents get away with stealing state powers, but also using those stolen powers to oppress the sovereign states and their citizens.

And by letting outsiders do Congress’s dirty, unconstitutional legislative work for it, corrupt lawmakers are able to keep their voting records clean. And by keeping their voting records clean, lawmakers are able to fool low-information citizens, citizens who don’t understand the federal government’s constitutionally limited powers, into reelecting them.

Patriots need to work with Trump to drain the federal swamp, not only by peacefully “forcing” the corrupt feds to surrender state powers that they have stolen from the states back to the states, but also by putting a stop to unconstitutional federal taxes, taxes that Congress cannot reasonably justify under its constitutional Article I, Section 8-limited powers.

In fact, a previous generation of state sovereignty-respecting justices had clarified Congress’s limited power to appropriate taxes as follows.

“Congress is not empowered to tax for those purposes which are within the exclusive province of the States.” —Justice John Marshall, Gibbons v. Ogden, 1824.

Once unconstitutional federal taxes are stopped, the states will probably find a tsunami of new revenues that they won’t know what to do with, establishing their own healthcare and retirement programs, improving public schools, and keeping the environment clean for starters.

Is it illegal to use dry ice to suffocate terrorists? They are vermin who use tunnels, in various parts of the world, to smuggle stuff...

I knew some Grunts that spent time in Thailand.
They took a guided tour in a three wheel scooter, lots of fun and many stops for ‘refreshments’, with the hot sun and humidity.
Stopping at a road side stand for some food. A happy customer recommended what he had. (Every Thai I ever met was happy and smiling!)
Thinking frog legs they went for it!

Near the end of the meal someone noticed a bit of FUR on the end of the frog legs?
They lived to tell about it.

Maybe not frog legs?

If they burrow then they are Norway rats. Norway rats are much more likely to spread diseases such as Plague and Typhus compared to the much more common Roof rat. Using dry ice seems like a safer way to eliminate Norway rats than rodenticides which may be consumed by other animals.

How does the catalytic converter reduce the risks of CO poisoning? The typical catalytic converter found on most newer cars and trucks combines oxygen with carbon monoxide to form non-poisonous carbon dioxide (CO2) reducing the high concentrations in the exhaust manifold (typically 30,000 ppm or more) to low concentrations (typically below 1,000 ppm after the catalytic converter). Tailpipe concentrations of carbon monoxide in gasoline engines without catalytic converters are typically from 30,000 to over 100,000 ppm, depending on the condition of the engine.
https://www.abe.iastate.edu/extension-and-outreach/carbon-monoxide-poisoning-vehicles-aen-208/
To make it fast you need over 12,000 PPM CO.
