Of course we hope to do both, but Obama made a huge error in not prioritizing at least some attempt at medium-term economic growth above something like Obamacare. Had he prioritized that (assuming he was even capable, admittedly an open question), then he may not have suffered the subsequent losses in 2010 and 2014 that prevented him from doing anything else legislatively, when then led to EO’s, which means his legacy can now be erased with a stroke of Trump’s pen.

Because entitlements, once given, are extremely hard to take away. You risk riots, looting, leftists screaming about how hateful conservatives are, etc. The best he can do is reduce by attrition and start investigating welfare fraud.

They are as easy to ‘remove’ as they are to ‘give’...vote, sign and done. Either they are illegal, usurpation of power (yes), or they are not.
RE: ‘reduce by attrition and start investigating welfare fraud’: Tell me, FRiend, when was that time ever upon us? Oh, I remember the ‘GREAT’ welfare reductions under Gingrich (rolled back w/out a whimper by Zero, all on his own), but never have I seen *ANY* attempt to audit\prevent fraud. Hell, Congress is presented, EVERY year, w/ a plethora of redundancy\inefficiency\graft and the like...which they quickly table and forget about.
Expecting the GOVT to ‘slowly\methodically’ reduce its power is not only naive but foolish...my $.02.
