I doubt 30% refers to regular users in the entire country. It would be more common in certain region or age groups. However, we cannot discount the possibility that, on average, they have high level of drug use to the point that people perceive it to be routine and casual.

They are trying to kill their great national pain. It is turning the nation into a bunch of mental cases. I imagine alcoholism is rather high, too. A regime based on true hate and terror would only bring this about in its oppressed people.

The country is being hollowed out. Perhaps they don't even realize the implication of what they are doing. A majority of them have no will to resist, instead they are taking it on themselves.
