In the long run we are all goldbugs.

But it is. The Chairman is appointed by the President and confirmed by the Senate. The US Treasury gets over 90% of their profits annually. The private "shareholders" less than 2% lately.
They were created by the US government and could be eliminated by the US government. Or strengthened, weakened or changed in anyway the government desires.
