Yea, if Trump cuts off federal funds the cities will just exanguinate their productive taxpayer base. Also there will be non-stop riots led by shrieking white ladies with megaphones.

Last month, a federal judge in Illinois found the ICE detainer requests were unconstitutional, but the ruling did not apply nationwide.

Bullshit. The ruling said that ICE had to evaluate each case and decide whether or not the illegal alien was a flight risk. It did NOT say detainer requests were "unconstitutional".

And Obama threatened to withhold federal funds to jurisdictions that wouldn’t let guys pee in women’s bathrooms so the threat is hardly unprecedented.
