When a friend of mine went to their Primary Care Physician, they found out that they would be billed for the visit since the doctor was no longer their Primary Care Physician.
Another doctor, born in Pakistan, had arbitrarily re-assigned this person and his Medicaid to her. This doctor is Dr. Anjum Asad. Her credentials are quite weak as she did not go to Medical School in the US (in my opinion). He still has his Medicaid card with this doctor's name on it. HE DID NOT REQUEST THIS DOCTOR TO BE HIS PRIMARY CARE PHYSICIAN.
Additionally, though the person with Medicaid insurance never contacted or saw this doctor, he received phone calls about needing to make an appointment on a certain date and time (which was probably billed to Medicaid).
More alarming is that the person received a phone call about picking up prescriptions from this doctor.
This fraud needs to be investigated. And this doctor's medical license needs to be pulled.
One thing of concern is that the person normally goes to a Hospital that is a training Hospital for doctors, which is probably how his medical records were obtained. There are a number of foreign born doctors training at this Hospital -- which used to be part of LSU Medical system. Now it is part of the Lafayette General Medical Center.
It will interesting to see if anything happens at all to that doctor.

Your friend should contact the Louisiana Department of Health, which administers Medicaid in Louisiana.

What does this mean? It sounds like one doctor transferred the patient to another doctor for care. Medicaid cannot be “assigned” to a patient by a doctor. Medicaid coverage is determined by income qualifications, family size etc. by the State Medicaid program.

Be careful when making such blanket statements w/o knowing and citing the regulations and having evidence. The doctor could sue you for libel if he found out your name. You could make a complaint to the State Medical Board, but remember that such a complaint is a public record and other doctors can find out this information which would make them less likely to take you on as a patient. Once you make the complaint, it is likely that the doctor would include that complaint in your medical record and other doctors would see it.
Remember, a lot of doctors are pulling out of Medicaid, so your access to care in the future will be very limited if you can only afford to see Medicaid physicians. As you have alluded to, it appears difficult to get into a US born and trained physician.
Also, Medicare sends recipients a statement quarterly that will show medical providers billings that they have covered.
I have a retina exam annually and follow it up with a prescription check. I have my retina doctor send the tests to my eye glass doctor.
Over the past two years, I have complained that the eyeglass place is repeating tests that I just took and paid for. They insist they must do the tests.
I watch as the medicare statements come back. This year the eye glass doctor submitted billing later and was paid a considerable sum for tests not warranted. I suspect they had to wait until my benefits for that procedure returned.
I am done with them. I go to Costco anyway for new glasses, so will just visit the Costco eye doctor to check on my prescription.
I once knew doctors who were educated in their home countries, India and Pakistan. The stories they told. They had actually seen folks die from Tetanus, TB, etc. stuff you never see here.
I recently posted links to photos of graduating healthcare students. Folks really should check images of grads from their local med schools to see what is coming.

Let's straighten out one thing first. Medicaid isn't insurance. It's welfare. For insurance, you pay premiums for coverage. Medicaid is a 'gibmedat'.
And if the taxpayers are going to pay the bills, they get to pick which doctor you see - you aren't going to be able to pick whoever you want.
They need to take that up with the business office of the doctor they saw. The receptionist should have picked that up and advised them before they saw the doctor. The first thing most of my doctors do is verify coverage before I go back.
Literally, nothing good comes out of Pakistan. I think its something the water.
You can be a licensed physician in the US if you complete one year of med school and do your residency here.
Medicaid is not insurance. The taxpayer pays for it, so I would tell your friend he is not entitled to anything.
If the physicians are in the same practice, they will shift patients in between them.
I don’t understand the prescription phone call. Maybe they left a message on the wrong phone number? Why doesn’t your friend call the office first and clarify before spewing on a message board?
