Kerry knows that if you are cooperating with Russia, it’s hard to pick a fight with them. Kerry is a dangerous fool.
The Obama administration is a prisoner of their own propaganda. They think if the US and Russia are seen by the world to be negotiating, that will give Russia “status,” as a player on the world scene - which Russia craves, in their view.
So Kerry thinks his threat is a real winner here.

Another red line like the one that got us into this mess.
Hillary thought she could keep Arabs killing Arabs, and so achieve the goal of destroying the boundaries established in the Middle East by the evil imperialists of the past. At the same time she comes off (incorrectly) as something less than a warmonger. Then her darling prez chickened out on his red line, and in comes Russia to save the day.
