Earlier this year a government committee had voted strongly against the ban, Swiss news service 20 minuten reported.
The ruling will have to undergo further scrutiny and votes before it could be made law.
Members voted in favour of a ruling that “no person shall cover his face in public places and in places or hide in the public domain or the provision of public services (excluding sacred sites).”
Blick am Abend reported that CVP National Councillor Elisabeth Schneider-Schneiter said: “The Burqa is an expression of misogynistic Islamist ideology. This symbol we need to halt. ”

When the few women who will follow this start to feel freed of their encumbrance, it will start to open their eyes. The men can’t kill ALL of them.
The Swiss are the only Europeans with decentralized, dispersed government. There's a big connection in this. When you have proto-fascists like Merkel, who can use power concentrated at the top, to force extreme politics and social-engineering schemes on a country, that is exactly what eventually happens.
Compare/contrast to the USA and our own Fed.gov, Obama and his bureaucracy.

The proposed law, in its present form, mentions neither women, nor Muslims, nor burkas. It's just a law against covering the face in public ---- by anyone, no matter what their sex, religion, or personal sense of style.
IIRC, the burka is an Afghan garment with a mesh grille.
This law may refer to the niqab, which veils the face but leaves two beady hate-filled Muslimah eyes glowering at you.
Or maybe `burka’ is just a generic for all muzzie face-hiders.
Oh, there’s a lot of goods that leave Walmart under burkas, wraps and robes, and underneath babies’ wraps (what isn’t eaten inside, that is).
