I will wager they started working on or buying bombs the moment Obama responded to the Chonan incident with a “strongly worded diplomatic note.” With the level of technology they have they could have nukes in months, not years. They can be tested the same way the South African’s tested theirs. You wait until the satellites are over the horizon and set them off in the middle of the ocean. No witnesses. (No Greepeace, either.)

A separate source told Yonhap that the military had launched a special operational unit dedicated to destroying the North Korean military leadership. Launched? I'd say this has been part and parcel of South Korea's war plans for a long time.
