Remember, Gov. Mike Pence has openly supported the FairTax replacement of the income tax, so Trump is very well-aware of the need for a much simpler tax system that encourages both savings and capital formation staying in the USA. Just that change would mean millions of jobs aren't leaving the country anymore.
