It most certainly is not. It's a Photoshop. Byrd left the KKK in the 1940's.
In my opinion, using such a photo greatly weakens the argument, as it gives Hillary's defenders an out. They'll turn the narrative to how "misleading" the faked picture is. And they'll ignore what is really true.

It may be a fine way to express righteous indignation, but I doubt it would be effective. The intimation that Trump is somehow affiliated with the KKK can be thoroughly dismantled and debunked if one takes time to craft a response more thoughtful than slinging mud. I would not be surprised if Bannon is working on it already.
Add bills voice, saying Byrd was a good ol boy from Virginia Hills and hollows.... ad hills voice telling how he is her mentor.
