This has everything to do with Russia’s new military alliance with the New Turkey and nothing to do with the CIA/SOF/{Insert Jihadi group/alliance of the day here} gains in their failed and humiliating multi-year Operation Arab Spring destab & overthrow efforts.
They are fighting to win.

Unarmored vehicles don’t even need that much, just something with 50 cal and you can tear it all to pieces in a heartbeat.
This could be a trap for the Kurds - to draw them into Turkish artillery range, have a bunch of hidden stay-behind jihadis pop out of their holes detonating IEDs, and send a big force over the border from two miles away.
Twitter reports rumors that Jaish al Fatah (until recently called Jahbat al Nusra - the al Quedas farm team in Syria) has forces on the Thurkish side of the border crossing near Jarabulus.
