I believe you will find there is a higher rate for the Booze Prohibition years too. The perps are getting bolder as there is no real punishment for their lesser crimes. So they think they can do what they want. Also education levels have dropped, fewer jobs, easier to sell and take drugs. Pimping your females for $$. Prisons have to many pleasures available and no work required of the inmates.
