That would actually work quite well. I read that statistics show something like 90% of violent crime is carried out by one single percent of an area's population, AND that one percent is well known to police and have previous records.

In other words, this is a highly solvable problem.

Compare that with politics, where 90% commit the crimes and less than one percent are honest.

rioters was very high. Also, I saw few pickups, they were nearly
