If they are talking about making the city dissappear from radar, this is something different than a smoke screen as we understand it ... or this is just sloppy reporting by the media.

Certain radar absorbing materials (RAM) are believed to be very toxic. I just did a quick check. The Russians may have patented non toxic ram. One method of applying ram, is to ‘paint’ it onto a platform. The Russians may have developed ram applied by foam or aerosol.
I haven’t checked if the US has publicly announced that the US has these methods of application also.
