The Congress is up to its ears in criminal culpability, having backed every initiative - including this latest bribery - that this enemy islamist has contrived and implemented.
What's the point? President Hillary certainly won't prosecute President Obama and that's who National Review is rooting for.
At bottom, that's probably true in this case. If the people, acting through Congress, object, they can impeach the president.
