How about California instead?
Blacks are 40% of the population in the states mentioned, yet these states somehow always vote Republican. The plan is to increase the black vote to swing these states to Dem by encouraging black migration to the South.
Similar to the no-go zones around European cities, wherein ethnic concentrations have cut out swaths of territory, which are connected to a country only by virtue of inclusion on a map.

There would no problem getting foreign aid from abroad, especially training from Cuba, infrastructure and military assistance from China. Aid for the Organization of American States in South America. Some minor aid from Russia and membership in the United Nations.
This is not an issue to kneejerk on.
