Nope. The US didn't invoke Article V, the mutual defense section of the NATO Treaty, during the war in Iraq because NATO is a purely defensive treaty and Iraq didn't attack the United States.
The only time Article V was invoked was after the 9/11 attacks. Turkey did provide material support to NATO operations related to 9/11. If you want to compile a list of NATO members that didn't support the war in Iraq, you'll need a very long list.
NATO was founded as an alliance against a common enemy.

The Black Sea has about 130 times as much surface area as Long Island Sound. Also NATO countries make up more than half the coastline of the Black Sea, whereas Long Island Sound is surrounded by U.S. territory and is within the legal coastline of the United States.
The U.S. conducts naval operations in the Persian Gulf even though it is over 40% smaller than the Black Sea and even though Iran takes the position that it should be able to control access.
