How about an “American Self-Defense Act” establishing that the 2nd amendment applies to all US citizens without regard to what community, county, or state they are resident in or visiting. Establish clearly that no state or local law can infringe upon this constitutional right—if someone wants to carry arms, they may do so. Period. Make sure that citizens are empowered to protect themselves.
