A lot of those civilians are also likely ISIS supporters.
Consider the ratio of front-line to rear echelon troops in modern militaries — it runs about 8:1 in favour of the rear echelon. That number does not include the multitudes that play other necessary supporting roles — finance, weapons making, etc.
Several thousand “civilians” there could be actively supporting ISIS fighters.
That said, I’m not a “let God sort them out” type of guy. The death of any innocent civilian is a tragedy, and they must be avoided if at all possible.

Understood, that's why I used the qualifier "many".
Not all civilians are good guys, and there are consequences for actions even if you are a "civilian".
