Bingo, Congress is trying to get the Judicial Branch to do THEIR JOB for them. They are impotent, weak, and the root source of this problem. They could have taken care of this themselves if they weren’t such quisling little wusses.

The entire plan can only exist if the Federal Government reimburses insurance companies for their losses.

Even that isn't going to save it. The losses are way more than the reimbursements. That's why many insurers have exited or are considering exiting the program altogether.

Imagine the impact on the insurance companies when they have to pay back the money. Government doesn’t usually say “oops” and let you keep the money.
