What law gives the President the power to impose 35% tariffs on companies "moving jobs out of the country"? Creating an unstable business environment would discourage investment and reduce employment.

Shortly after the Nov. 8 election, President-elect Trump and his vice president most likely a governor or member of Congress would begin interviewing candidates for the open Supreme Court seat and quickly settle on a nominee in the mold of Justice Antonin Scalia. I thought he said his favorite SC jurist was Clarence Thomas.

Trump already explicitly said that he will work with Congress on changing our laws like this, if necessary. He, however, does not think this will be necessary in most cases. He believes threatening something like this would make moving out of the country potentially too expensive and costly for U.S. companies, so they will simply stay here and no tariff will be needed (and many tens of thousands of mostly good paying jobs overall will be saved).
Perhaps if you listened to what Trump says instead of the NY Slimes’ reinterpretations you would already know this. (And what “investment” do you believe will be possible when most of our businesses have moved abroad? All Trump is talking about is giving business incentives to stay here in the form of large-scale corporate tax cuts and fewer regulations coupled with disincentives to move, especially when they hurt the country in doing so.)
