News flash - poor people ALWAYS end up giving money to rich people. That is why there are so few rich people and so many poor people.
There are a couple of economic strategies that can sort of balance out this inequity. One is to take the money away from EVERYBODY, but eventually, this ends up with actual contraction of wealth, and with this contraction, the general health of the population lags, leading to smaller families due to infant deaths and high fatalities among pre-adolescent children, and earlier deaths among those who do reach adulthood. Life becomes solitary, poor, nasty, brutish and short.
The other is to award incentives to anyone who will show effort and initiative, and allow them to keep the proceeds of their labor and entrepreneurial efforts. The ratio of well-to-do individuals under this strategy ends up much larger, and while not extremely rich, there is an escape from the very poor, and much less of the wealth is concentrated in the very few at the top.
Oh, they’ve thought about it alright!

Climate change has always been more about economics than the environment. Look at Kyoto which wouldn’t have done much for temperature but would have redistributed wealth more to the liking of the SJW crowd.
If they ever got a carbon tax system, people like Al Gore become instant billionaires while the rest of us have to pay just to breathe.
