This was aimed at Jim Crow segregation in restaurants, retail stores, public bathrooms, and the like. But it opened Pandora's box with regard to government intrusion into the operation of an ever-expanding array of activities formerly deemed to be private entities. Goldwater was far ahead of his time in anticipating the slippery slope when ownership rights and freedom of association lose their legal standing.
Jim Crow segregation in commercial enterprises would have withered on the vine very rapidly with the repeal of de jure segregation and the suppression of state laws and local ordinances implementing racial exclusion. The natural and overwhelming impulse of businesses is to serve any customer who walks in the door with money to spend. (Most leftists still do not understand that Plessy v. Ferguson was an arranged lawsuit brought by the railroads in an effort to overturn commercially stupid racial codes that were complicating interstate rail travel, where the rules could change every time you crossed a border.) But liberals would not let markets do their thing and, in seeking a shortcut, they essentially repealed the right to be left alone.
