Primaries cost a lot of money so they legislatures refused to pay for it with tax money. No, they used to have what amounted to straw votes. But the bottom line is that both Trump and Cruz knew that this year the activists were going to choose the delegates, and Trump chose not to invest any money in this. His supporters did not show up until inning 7 of the game but expected to play.
