In Arizona on 17 March, 2016, Governor Ducey signed into law SB1487.  The law gives legislators and the State Attorney General a way to sanction lower units of government who flout the State Constitution and State law.  How does it work? From the bill(pdf)

41-194.01. Violations of state law by counties, cities and towns; attorney general investigation; report; withholding of state shared revenue

A. AT THE REQUEST OF ONE OR MORE MEMBERS OF THE LEGISLATURE, THE ATTORNEY GENERAL SHALL INVESTIGATE ANY ORDINANCE, REGULATION, ORDER OR OTHER OFFICIAL ACTION ADOPTED OR TAKEN BY THE GOVERNING BODY OF A COUNTY, CITY OR TOWN THAT THE MEMBER ALLEGES VIOLATES STATE LAW OR THE CONSTITUTION OF ARIZONA.

A legislator files a complaint with the state Attorney General stating the allegations that a sub unit of government is violating the State Constitution or state law.  The AG investigates and makes a report to the Governor, the Secretary of State, the Senate, the House and the originating legislator(s).  The report needs to be don in 30 days. If the report concludes that the governing body is in violation, they will be given 30 days to comply; if they do not comply, state revenue sharing will be withheld.

Once they comply, revenue sharing will be restored.

Political subdivisions of the State are all creatures created by the State government, which are regulated by the state government.  No authority at a lower level than the State, except for the people, has direct Constitutional authority.  Only the State and the people do:  all the rest are derivative from state authority.

Numerous subdivisions of the state refuse to follow the state laws on firearms. The City of Tucson is especially bad, with a "What are you going to to about it?" attitude.

This law puts in place potential punishments for subdivisions of the state government that flout the law.

Put that in effect at the federal level and it would instantly reduce the federal budget to 1/3 of what it is now.

These cities, including ALL sanctuary cities have in effect succeeded from their states and Nation. They should be considered break-away cities and treated as such.

Most federal spending is not revenue sharing.

24% to Social Security

25% to Medicare, Medicaid,Children’s Health (CHIP) and Obamacare

16% to defense.

10% for “Safety Net Programs” Food stamps and welfare and such

8% Veterans and Federal retirees

At the federal level the policy wouldn’t be effective if limited to revenue sharing only.

Just defund any federal operation that is unconstitutional.

P.S. - You forgot to mention the 6% of the federal budget that is paid out in interest on the national debt.

Debt that was mostly incurred to fund spending on unconstitutional programs.

There goes 75% of the federal budget right off!

The problem is that people who dislike Constitutional restraints have been running the Supreme Court for 80 years.

They have granted so much power to the government through the willful reversal of the intent of the Commerce clause that most children are taught that it is the Federal Government’s job to keep us fed, housed, and educated.

Unfortunately, Scalia, as a happy drug warrior, was one of the worst on this. Just read the decision he wrote on Raich.

People growing pot in their own home for their own use was “interstate commerce” under his insane reasoning.

I was terribly disappointed. But after all, he was only human.

Yes. Raich was an opportunity to roll back some of the commerce clause abuses. Instead, it was further etched in stone.
