No, they haven’t been. Mexico is kind of a weird place, because it’s actually more ethnically mixed (that is, European and Indian) than the US, where we either killed or reservationized all of our Indian population. The Spanish, on the other hand, converted and married them...
The big problem with Mexico is that it is still a socialist country, which means all power comes through the government or its friends (the bureaucrats, etc.).

Most of the elites I see in Mexico have mixing but they are predominantly euro...more like black/white quarter and eighth mixes here in the US.
