Common sense would have been to bring in drilling equipment and go up slope and drill down into the shaft and then pump water up out of the mine.

Yep. But this is government. As a State Senator told me once, "They'll never go for it, it makes too much sense."

OK, but I’m just trying to figure out who caused the thing to be toxic in the first place.

The water was leacheate from adjacent mines, percolating through the rock. It picked up the contaminants on the way. An active mine will be pumping such water out of the mine and settling the suspended materials out or flocculating the suspended materials to clean the water. Other treatment may be necessary.

In this case, mining operations had been suspended, the portal plugged. The water from the other mines built up in the Gold King.

The owner of the mine told them not to mess with the plug, that there was a lot of fluid backed up behind it. They threatened him with $35,000.00 a DAY fines for not granting them access.

It would have made incredibly good sense to go up the hill and drill down to the shaft and then pump the water out. Pressure could have been measured in the wellbore and the determination made that it was not safe to proceed with removing the plug, as the EPA had been told.

Nope, this one is on the EPA
