No, congress has a say. Although as CIC, he could theoretically order all military people out and abandon the place. But congress could intervene.

Yup. These lawyer / politicians sell themselves as fighting for our freedoms, and instead do nothing except collect a paycheck with guaranteed benefits for life. Does anyone think Trump would put up with closing Gitmo, approving NAFTA, TPP, or TPA. If Cruz and the rest of these clowns read those bills, they wouldn’t even understand the implications.

Our rights to GTMO persist under the 1903 treaty, and do not expire. .

Of course Cuba didn't renew the lease. They haven't cashed but one of the annual lease payments since Fidel took over.

This is absolutely correct. The treaty granting the US the 99 year and extensions beyond... lease was signed by Spain AND the new government of Cuba. Government’s treaties as well as sovereign debt remain in place under international law, regardless of who runs the governments later. For example, Merkel could try to order the US troops out of Germany (she wouldn’t cause of the money it brings, but imagine)—but could not do it.

The Cubans would be wise to “make nice” with the change of US govt that is coming and make for normalization and the trade/contracts that could be let from Gitmo. Huge point of influence. Obmaumao wants the base to be given to either Russia or the chi-coms. Chicoms more likely to get it cause of the “truer” nature of commie china.

Russia had a spy aka communication ship in Cuba last year and it probably hasn’t left.

Havana (AFP) - A Russian intelligence warship docked in Havana on Tuesday, a day before the start of historic US-Cuba talks aimed at normalizing diplomatic relations.

There was nothing stealthy about the arrival of the Viktor Leonov CCB-175, which was moored to a pier in Old Havana where cruise ships often dock. But the visit was not officially announced by Cuban authorities.

US officials in Washington played down the presence of the Russian vessel, saying it was perfectly legal and not at all out of the ordinary.

“It’s not unprecedented. It’s not unusual. It’s not alarming,” a defense official told AFP.

The Vishnya or Meridian-class intelligence ship, which has a crew of around 200, went into service in the Black Sea in 1988 before it was transferred seven years later to the northern fleet, according to Russian media.

The vessel previously docked in Havana in February and March last year, staying there for a few days. Those visits were also unannounced.

The highest-level US delegation to visit Havana since 1980 arrives Wednesday for two days of talks aimed at normalizing diplomatic and immigration relations between the former Cold War foes.

The former Soviet Union was Cuba’s main patron during the Cold War.

I think you have it backwards...he will give back Gitmo to Castro’s Cuba...then leave the terrorists begind if congress doens’t authorize a relocation plan that outs them in the U.S. justice system.
