Federal buildings are pretty Damon secure. They don’t allow roof access to even employees. A special roof access permit procedure is required. This is a really big deal.

No, the City purchased the building to consolidate various offices into one building. The exterior needed renovation work and that work is in progress.

So what does the banner actually say, in English?

The red heart icon is puzzling and seems to refer to Valentine's Day, but that black-flag thing is 100% Salafist and jihadi.

Muzzie mash-note to GF on Valentine's Day? Several problems with that .... no camel, for one.
