Abortion bill passes 33-5, heads to governor to be signed into law

FRANKFORT, Ky. – Women seeking abortions will have to have face-to-face meetings or real-time video consultations with their physicians at least 24 hours before undergoing the procedures under legislation that received final passage in the Senate Monday.

The final vote was 33-5.

Senate Majority Leader Damon Thayer, R-Georgetown, said the legislation "will give voice to those who cannot speak for themselves."

The measure, which has widespread support from religious groups, now goes to Gov. Matt Bevin, who is expected to sign it into law.

Having Governor Bevin makes a difference. This sailed through the Democrat controlled House 92-3...clearly they are running scared as before this kind of bill couldn't even get a vote, let alone that kind of support.

Bevin opposes abortion, and just last week ordered Planned Parenthood to stop performing abortions at a Louisville clinic. Planned Parenthood complied.

“They are openly and knowingly operating an unlicensed abortion facility in clear violation of the law,” the governor said in a statement after learning what Planned Parenthood had been doing. “We will use the full force of the commonwealth to put a stop to this. There is no room in Kentucky for this kind of blatant disregard for proper legal procedure.”

Bevin cited a state law that prohibits abortion facilities to operate without first obtaining a license. That law allows penalties of up to $10,000 for each violation.

In a letter sent late Thursday by the Acting Inspector General Stephanie Hold, Planned Parenthood was directed to “cease and desist” offering any abortion services in their Louisville clinic, due to faults in the organization’s application.
