Northeastern University criminologist James Alan Fox has looked at the murder rate in individual cities over time and made a discovery. "I found 2-1 odds that if it goes up by 20 percent or more one year, it will go down the following year," he told me.

He's playing down the statistics.

What are the odds that several large cities (Baltimore, St. Louis, Los Angeles, etc.) will have the same increase in the same year?

There is an excellent article by Phillip Paludin on the coming of the Civil War called “The American Civil War as a Crisis in Law and Order.” More recently, there is a book-length study of the 1850s showing that law-breaking, lynchings, mobbing, riots-—almost all in one way or another related to slavery-—was increasing rapidly on the eve of war. Translation: when society doesn’t do the right thing in its laws, especially at the top, the people stop obeying the law.

True; the teachers’ slice never shrinks either. People either get off their arses and work (so they can live somewhere they can contribute to law enforcement), or they forego law enforcement.

When you throw cops in jail for doing their job you get bolder street savages. And that was just what the administration wanted.

I read elsewhere of an "agreement" or "plan" worked out between DoJ and one of the beset PD's that Obama ordered besieged by street "activists" that could be the beginning of (unconstitutional) direct federal control of local police.

That would be, btw, a continuation of a trend launched by LBJ, a compulsive and brutal controller, using federal funds to end-run States' governments and constitutions and influence local and municipal governments and get results LBJ wanted.

This is an intermediate step. To totalitarianize all U.S. government, Obama and/or another despot would need to seize control of local LE.
