So let's get this straight. British money (my money) is being spent building bakeries in rebel-held villages. And this particular bakery was going to feed 18,000 people right under the noses of the terrorists, who wouldn't have any control over the distribution of said bakery. Right, I get it now.
And I guess it's protected under the same international humanitarian law that applies to French cafes and Russian airliners.

If I were the CIC, I would order that all uniformed/non-uniformed fighters be shot on sight.

If the enemy uses human shields, shoot through them.
If human shields are allowed to affect military operations, then the enemy will continue using them.

If the terrorists in Syria are similar to the terrorists that attack Israel, then the PRIMARY TARGETS of any military should well be schools, hospitals, and baby milk factories - as that is where they operate from.

Unlike other countries, Russia doesn’t have to worry about its people falling under the ‘World Court’ as they will take what steps are necessary to recover their people.
