After all, those boats had full communication with other Naval units and there had to be direct communication with D.C. before their commanders were either authorised or ordered to surrender their boats to the enemy. No friendly, or even neutral, country would have held those boats. Indeed they had to have, or should have had,enough fire power to resist until reinforcements arrived, unless Obola refused to provide support and ordered the surrender, much like what happened in Bengazi.
