That depends on how one views the meaning of "natural born citizen."
If citizenship by statute can be used to become a natural born citizen, then the answer to your question is "Yes." Cruz is the example, and he would be a natural born citizen of the US (by statute) and of Canada.
Likewise with some anchor babies, where the parent's native country lays claim to the child due to citizenship of the parents, and the US lays claim to the child because it is born on US soil. At the moment of birth, a citizen of two countries. If "citizen at birth" is the same as "natural born citizen," then it follows that a person can be a natural born citizen of more than one country.
Taking the opposite view, if citizenship is determined without resort to statutes, then a person can be a natural born citizen of one or zero countries. Seeing as how jus soli and jus sanguinas can produce different results in any given case, the only time citizenship is naturally unequivocal is when the results of jus soli and jus sanguinas converge.

If Cruz didn’t preach like a Baptist minister and was a democrat, they would EAT him alive and pitch an absolute fit over the fact this guy was born on CANADIAN soil to a Cuban Father who didn’t bother to denounce his Canadian Citizenship until he ran for president.
Even being a Senator wasn’t enough to make him do it! Then he says he ‘didn’t know’ he was a Canadian citizen until 2014...and he’s a lawyer...c’mon!
