I worked for a year (1993) at Roosevelt Roads Naval Station, PR. and visited thereafter. I haven’t been back for many years but here’s my take. R.R. employed many locals from the main island including folks who commuted from Vieques.
That was before Jessie Jackson fueled the campaign to get the Navy out of PR because of an accident that killed a local.
The base command’s responsibility included not only the main base but Vieques properties. On the east third of Vieques was the practice bombing range and the west third a training and support area for the range and in the middle the locals lived.
When the campaign to cede Vieques back to PR was successful the Navy decided that without the bombing range there was no need for the entire base and shut down everything. As a result PR lost a lot of jobs.
As far as relocating GTMO prisoners to Vieques goes, it would be doable but I think there would be no end to complaints from locals as in the past.
However from a strategic standpoint it makes sense to keep the prisoners in GTMO which enhances the base mission and area security.
It also impedes what I think is Obamas ultimate goal of ceding GTMO back to Cuba. The operational cost is an excuse for him to achieve this.
Adak is sovereign US territory. That would entitle them to US rules on habeas corpus.

It wouldn’t surprise me that is part of Obama’s agenda, seeing it as an “olive branch” gesture toward the regime in Havana. After all, the Navy already closed all its installations in Puerto Rico (a U.S. territory, of all places). Closing Guantanamo would end U.S. naval presence in the Caribbean Basin.
