Precisely. I see it as just one of the Lefts `Iron Fallacies’.
For example, Address the law to the law abiding. By definition the law will work, then you can say your policy worked.
So even though we’re defenseless while the criminaliens and local bad guys roam the country armed, there are fewer guns on the street ... good guys’ guns.
And,
If a program isn’t working, you didn’t spend enough money; if it still doesn’t work, you just didn’t spend enough money.
Et cetera—all the practices of the party of the people that we the people scorn.

As a relevant aside, do you know how the term `Mexican carry’ came about?
Law abiding peons in Mexico were prohibited from carrying guns.
And they needed arms to protect themselves from bandits and corrupt federales, so they started carrying pistolas in their waist bands. That way they could ditch the gun in a hurry if they had to, and a holster was pretty much an admission that you had been carrying an illegal gun.
Of course, Mexican criminals didn’t care about gun laws or bought protection by greasing local policia.

But in los Estados Unidos, hey—even if you are an undocumented immigrant, no problema.
The worst that can happen is you get deported, and then you just boomerang back to the EU.
What a great country!

I am not so sure about that. I suspect that in Democrat controlled counties the Registrar of Voters does not check the voter rolls all that closely and incarcerated felons are still voting absentee.
