They counted the ballots under six sets of rules, and under all but one set of rules, Bush won.
According to the rules the Gore campaign said they wanted, and which the MSM recount used.
But not if the contested ballots had been recounted in that locked room where Bill Daley wanted the Broward and Dade election officials -- all 'Rats -- to recount the ballots by hand.
They'd have stolen the election by massive tampering, right then and there.

Yes, the President is not a representative. However, the EC was built around the bicameral legislature model, as devised by the founders.
The Electoral Votes for a state total the number of US Representatives and Senators for the State. With that model, and understanding the underlying principles on which each the House and Senate were devised, It makes abundant sense that the Electoral votes should be apportioned in the same manner, just as I described.
If the “recount” had proceeded under the SCOFLA rules, and if SCOFLA had declared Gore the “winner”, the Florida Legislature (which directs the manner of appointing electors) would have sent a slate of Bush electors to Congress.
Congress, under the rules set forth in the Electoral Vote Counting Act of 1877 would have either accepted the Bush (and Cheney) electors, or not. With a GOP majority in the House, it was impossible for Congress to accept the Gore/Lieberman electors from Florida.
So, after the Electoral Vote count on January 3, 2001, either Bush and Cheney would have been elected with 271 electoral votes, or no one would have been elected with the count standing Bush 244, Gore 266.
Then, the House, voting not by Members but by States would have proceeded to elect Bush 30-20.
The Senate, voting by Senators, VP Gore presiding, would have voted 50 for Cheney, 50 for Lieberman (with no defections), and Gore would have broken the tie in favor of Lieberman.
