The question is, is she "confused" because she is not right in the head, or is she "confused" because she doesn't read her emails and briefings, and so she doesn't know the details and then can't draw connections to the big picture? It's fun to suggest the former, but I think it's more likely to be the latter. Clinton was a neglectful Secretary of State, in it only for the resume, but not for the actual work.
