Were not the French part of the movie Casablanca where the police would ‘round up the usual suspects’?

Why has it taken this killing to take these hoodlums into custody? The police obviously knew of their existence prior to Friday.

The hold up is that Iraq couldn't/wouldn't guarantee his safety if he was returned.
