Newsom Focuses on Guns Not Water

If you have not heard of Gavin Newsom, know that he is currently the Lt. Governor of California and he aims to take over the governor's job from Jerry Brown in 2018. His path was cleared when Kamala Harris decided to move to Washington and take over Barbara Boxer's U.S. Senate seat. Mr. Newsom announced he will be sponsoring a statewide initiative to further strengthen the gun laws in California, which are already the toughest in the nation. (Note: I am neither a gun owner nor member of the NRA. Also, I have read the initiative and interviewed the organization behind it for this column.)
Newsom laid out five points to incorporate in his initiative which we will review point-by-point:
- Magazines with a capacity of 11 or more rounds must be taken out of state, sold to a licensed firearms dealer or turned over to law enforcement.
Comment: You cannot buy anything over a 10-round magazine in California and have not been able to since 2000. There are guns that were grandfathered in when that rule became law and many of them are built with 12- or 15-round magazines and do not have substitute 10-round magazines. The sponsors could supply no evidence that the grandfathered guns had been involved in any criminal activity in the last 15 years. Law-abiding residents would de facto have these guns confiscated. This is totally unenforceable unless you go door-to-door and confiscate the guns. Does anyone believe criminals are turning over their magazines?
- People will have to report lost or stolen firearms to local law enforcement.
Comment: Most law-abiding residents do that now. Their guns are expensive and insured. Only people who own cheap guns or criminals do not report lost or stolen guns and this law will not change that. Though the initiative does not establish it, someone who unknowingly has a gun stolen that is then used in a crime would be open to lawsuits for its illegal use.
- When a person is added to the database of people prohibited from purchasing or owning a firearm, the California Dept. of Justice will be required to inform the federal instant criminal background check system.
Comment: You mean that is not done now? It is part of the California law now; this is
just changing from "may" report to "must" report to the feds. You need an initiative for
that? This is an administrative task and has no place in an initiative.
- A new process will be developed for felons and others prohibited from owning firearms to give up their guns.
Comment: Felons already cannot own guns, so if they have guns they are already up to no good. This will allow expanded police authority to request a warrant just stating they have a suspicion of having a gun.
- Background checks will have to be done at point of sale for ammunition. Also, those selling ammunition will need an additional license to do so.
Comment: This is the most controversial point. This is what Newsom said about this:
"If you're going to purchase ammunition you should purchase it from a licensed dealer and you should be subject to the same background you're subject to with gun sales."
Law-abiding residents already purchase their ammo from licensed dealers. If someone is buying from other sources that is because the seller is skirting the law and that will not change with this law. I don't know if Newsom knows what he is saying is that every time someone wants to purchase ammo for target practice they will have to order it, process paperwork and pay a fee and travel to pick it up. Many people go through 400-500 rounds a week at a range. This is a direct attempt to stifle gun owners from using their guns for practice and maintaining their skills. Initiative supporters state there will be a minor inconvenience. Not for San Francisco residents where there are no longer any gun stores. No more home deliver for everybody else of a commodity. That is a major inconvenience for millions of Californians.
In California, you may have heard that we have a water shortage. We have passed $18.7 billion since 2000 in five different water bonds. They have captured no new water and built no new reservoirs.
A young man I know ran into Lt. Governor Newsom. He pointed out to Newsom about the fact that Israel exists on a desert. They had a water shortage. They had to figure out a system to deliver water. They now have excess water. Israel built desalination plants. He then asked Newsom why we could not do the same. Newsom said he was not aware of it and "I will look into it." The young man was convinced it was a throw off line to get rid of him.
But if you go to Newsom's website for his gubernatorial bid in 2018, there is no mention of the water problem in California. In fact, if you scour the internet you can barely find a reference to Newsom and the water shortage. He was on an MSNBC show where he asserted that we needed mandatory water rationing but suggested no remedies to our water retention problem.
One can make the argument that even though California has the toughest gun laws in the nation that we could still tighten them up. Certainly that is something that would make Newsom's Russian Hill friends happy as they recognize how Newsom asserts his leadership on this issue. On the other hand, while our lawns dry up not to mention the drying up of agriculture, our largest industry -- we have to urinate into our toilets four or five times before flushing to save water. One could conclude most Californians are interested in leadership on the issue of water as a long-term solution.
We have the longest coastline in the world. We have access to the largest body of water in the world. We do nothing to resolve our problem. El Nino is coming this winter and we have inadequate storage to capture the water.
California's population has doubled, we have lost water from the Colorado River to neighboring states, we have spent a fortune on water bonds to no avail, but our leaders want to build a choo-choo train down the middle of the state for no one to use and further restrict gun rights to little benefit.

a firm grip, steady breathing, accurate aim (developed by lots of practice), and a slow trigger pull.
The Swiss have got it CORRECT !
We need to learn
from the Swiss and implement their
"gun control measures" here in the United States right now, today!
These laws are the ones we should shove into the
"2nd Amendment Haters" faces.
" Today, military service for Swiss males is universal. At about age 20, every Swiss male goes through 118 consecutive days of recruit training in the Rekrutenschule. ...
Even before required training begins, young men and women may take optional courses with the Swiss army's M57 assault rifle.
They keep that gun at home for three months and receive six half-day training sessions.
From age 21 to 32, a Swiss man serves as a "frontline" troop in the Auszug, and devotes three weeks a year (in eight of the 12 years) to continued training.
From age 33 to 42, he serves in the Landwehr (like America's National Guard); every few years, he reports for two-week training periods.
Finally, from ages 43, to 50, he serves in the Landsturm; in this period, he only spends 13 days total in "home guard courses."
Over a soldier's career he also spends scattered days on mandatory equipment inspections and required target practice.
Thus, in a 30-year mandatory military career, a Swiss man only spends about one year in direct military service.
Following discharge from the regular army, men serve on reserve status until age 50 (55 for officers).
By the Federal Constitution of 1874, military servicemen are given their first equipment, clothing and arms.
After the first training period, conscripts must keep gun, ammunition and equipment an ihrem Wohnort ("in their homes") until the end of their term of service.
Today, enlisted men are issued M57 AUTOMATIC assault rifles and officers are given pistol.
Each reservist is issued 24 rounds of ammunition in sealed packs for emergency use.(Contrary to Handgun Control's claim that "all ammunition must be accounted for," the emergency ammunition is the only ammo that requires accounting.)
After discharge from service, the man is given a bolt rifle free from registration or obligation.
Starting in the 1994, the government will GIVE ex-reservists assault rifles. Officers carry pistols rather than rifles and are given their pistols the end of their service.
When the government adopts a new infantry rifle, it sells the old ones to the public.
Reservists are encouraged to buy MILITARY ammunition(7.5 and 5.6mm-5.56 mm in other countries-for rifles and 9 and 7.65 mm Luger for pistols)
which is sold AT COST by the government, for target practice .
Non-military ammunition for long-gun hunting and .22 Long Rifle (LR) ammo are not subsidized, but are subject to NO sales controls.
Non-military non-hunting ammunition more powerful than .22 LR (such as .38 Spl.) is registered at the time of sale.
Swiss military ammo must be registered IF bought at a private store, BUT NEED NOT BE REGISTERED IF bought at a range.
The nation's 3,000 shooting ranges sell the overwhelming majority of ammunition.
Technically, ammunition bought at the range must be used at the range, but the rule is barely known and almost never obeyed.
The army SELLS a variety of machine guns, submachine guns, anti-tank weapons, anti-aircraft guns, howitzers and cannons.
Purchasers of these weapons require an EASILY OBTAINED cantonal license, and the weapons are registered.
In a nation of six million people, there are at least two million guns, including 600,000 FULLY AUTOMATIC assault rifles, half a million pistols, and numerous machine guns.
Virtually every home has a gun.
Besides SUBSIDIZED military surplus, the Swiss can buy other firearms easily too.
While long guns require NO special purchase procedures, handguns are sold only to those with a Waffenerwerbsschien (purchase certificate) issued by a cantonal authority.
A certificate is issued to every applicant over 18 who is not a criminal or mentally infirm.
There are NO restrictions on the carrying of long guns.
About half the cantons have strict permit procedures for carrying handguns, and the other half have NO rules at all.
There is NO discernible difference in the crime rate between the cantons as a result of the different policies.
Thanks to a lawsuit brought by the Swiss gun lobby, semi-automatic rifles require NO PURCHASE PERMIT and are NOT registered by the government.
Thus, the ONLY long guns registered by the government are FULL AUTOMATICS."
The Swiss have got it CORRECT !
Let's adopt THEIR LAWS !

Corrupt dimwits like this guy can be readily shown up if there is someone to do it. In this case, if an organization like the NRA or other gun liberty group were to discreetly take a poll to find out what gun liberties Californians would most like to recover, then they could launch a popular initiative opposite to this anti-gun proposal.
Importantly, you should never let such pigs set the agenda, so the gun rights initiative is not the *opposite* of what he wants. Instead it is unto itself, restoring liberties that are already popular with the people.
That is, it would be a “bottom up” grassroots campaign, as opposed to his “top down” agenda. And that in itself is a big advantage.
However, are there enough sensible Californians left to support a gun liberty initiative?

The "choo-choo" is unlikely to ever be completed; and, one suspects that this might even be the real plan.
As a native of the once Golden State, I'm surprised so many good Cali citizens (especially business owners and gun owners) have not yet moved away.
