This is my one quibble with him. He needs to re-think his position.
H1b’s aren’t replacing 8th grade dropouts, obviously. And if you’ve done any reading you know that, in Disney’s case they are replacing existing workers who are required to train them before being laid off, if they want the separation benefits. Disney isn’t the only company doing this.
We don’t need immigrants to do farm work, there are plenty of farm workers already legal who are here. Bringing in new workers every year just suppresses the wages of people who are already low-wage.
And we don’t need to bring in high tech workers when they have to be trained by the people they are replacing. I’m familiar with the H1b process, and a lot of these people are fine people. Thats not the point. The point is, that immigration policy should serve the interests of citizens. First, foremost, always. Cruz wants to ramp up the number of H1b by about 5 or 6 hundred percent. Thats not just a little.
Cruz is still the best guy running, the best I’ve seen in decades. He needs to re-think this one policy position.
Red Rubio seems to be respresenting the Chamber of Commerce—or I should say Communists who want workers, workers, and workers....sounds sooo Soviet to me :(
Someone else here put it succinctly - to the GOP big donors are the clients, voters are a mere resource.

Cruz wants to increase numbers of all work visas. The H1b visas by 500%.
Makes you wonder about second generation Cubans.
Cruz’s donor base has a large Silicon Valley component which may explain his enthusiasm for the H-1B system.
In the IT field, the vast majority of H1B foreign workers aren't here because they're more highly skilled than American workers. They're here because they work more hours for a lower wage.
That’s a good idea...put into a bill that Congress can increase H1-B Visas IF and ONLY IF they set aside 10% of them to replace Congressional staffers.
Won’t get one vote!
They wouldn’t be such a bad thing if - and it’s a BIG if - they adhered to the letter of the law, to wit: “...for positions that can’t be filled by qualified American workers” (or words to that effect).
Also have U-1B Visas set aside for 30% journalists and media types ;)

“Senator Cruz, how can you possibly support am increase in H-1B visas when the program is obviously being abused to displace thousands of fully-qualified American workers in direct violation of the law?”

Your boss is the one who is able to fire you. Your clients are the people who, if unhappy, can impact your income.
The money men in the background are the people who the Congress-critters really work for. Particularly if they are in "safe" districts, which most are.
We need to be able to primary a few of these suckers out of their comfy seats.
I have colleagues who are H1b. Its not that hard a process. One thing they do is write a job ad that is tailored to a specific worker, that no one else will fit. It meets the letter of the law, but always results in a visa for the guy you want.

Immigration Act of 1990, November 29, 1990, George H. W. Bush started the stealing of America’s best jobs and gifting them to foreign workers. A quarter of a century has passed. American business could have trained this Countries youth with remedial programs and training programs...but instead they turned their back on America’s young and figured they save lots of money and time letting other countries train their young then steal them away with salaries those those countries couldn’t match but that were lower than what was being paid here.
If “only a third of 8th graders are ‘proficient’ in math and reading” then that means we have as many proficient 8th graders as other nations of 100 million people. Thus we have millions of qualified youth.
It started at 65,000 per year, then 195,000 and now their are exceptions for this that and the other ...the sky is the limit......but who is gonna stop it? Not Cruz, Not Trump not anybody. Well Huckabee. Shessh.
That's pretty obvious. It's also pretty obvious to me that IT workers are a very far cry from the scientists, doctors, engineers, mathematicians, and architect-type workers H1B is supposed to have been meant for.
It really sounds to me like it has all been bastardized and twisted from its original intent -- and it's obvious to me that the entire reason for the mess is government. The only solution is less government. Yes, Cruz calls for more H1B visas -- but the big-picture package he promises also calls for major reductions in government, which I believe would make it too expensive for American companies to hire foreign guest workers.
I totally see the two reasons why the concept of H1B visas is a good one, though: 1) It brings the world's best workers to American companies rather than their foreign competitors and gives us a leg up, and 2) It solves the very real problem of inept American graduates, which are again caused by too damned much government. The only solution for this mess is to elect a guy whose main goal is to reduce government.

HORSE PUCKEY. Intrusive government and overburdensome regulations with regard to wages, labor conditions, benefits, taxes, and God only knows what else, make it a losing proposition for American businesses to train this country's youth.
We all want major reductions in government. But, in order to reduce the number of foreign guest workers, we have to reduce the number of H1B visas.
At least Trump called to raise the minimum wage for H1Bs, which could help to make hiring foreign guest workers too expensive. But, Cruz actually wants to increase the number of H1Bs.
