Originally, Iowa got to ‘go first’ because nothing was at stake except bragging rights (no committed delegates permitted). That’s why the presidential preference straw poll seemed so odd in 2012. Originally it was just informal and wasn’t uniform from precinct to precinct. 2016 will really be the first straw poll that will be uniform and carefully watched.
