Yep. And if you are a mere U.S. Citizen, try getting a loan from those same banks because they know you won't be bailed out.
We actually have a Michigan based bank doing big business in the Pittsburgh region because the big banks here won't refinance local borrowers but they will buy stuff like Puerto Rican bonds. I guess from the Michigan bank's point of view, Pittsburgh looks very attractive compared to Detroit.
I’m guessing their population exploded (due to the demographic group taht is the vast majority there) and the populace used their healthcare services to the point of bankruptcy and beyond. May have to keep those Hispanic families down 5 or 4 people only. I know it will be hard because they multiply almost as fast as Muslim families with 8 as an average...
The Kenyan just wants us to raise the funds to bail them out. He didn’t say he would give it to them. Instead it will be transferred to an offshore bank account like I think other taxpayer funds have been. I think the guy is stealing taxpayer funds for himself and the cronies. No. I don’t have any proof but its a gut feeling and its led me to solving many cases.

I spent a week touring that whole island in early 2000’s.
Couldn’t understand the lack of civic pride nearly everywhere I went.
The island has huge tourism development potential if everyone just cleaned up refuse, repaired and painted their shops and homes.

The Caliph should fill PR with Islamic refugees. The introduction of industrious Muslims would turn the economy around in months.

Puerto Ricans force United States Navy out of Vieques Island, 1999-2003
In response to widespread protest, President Clinton created two committees to report on the Navy's impact in Vieques. Based on the results of these studies, Clinton offered up to $90 million as economic incentive to allow indefinite use of the island for military purposes. A referendum was to be held that would give residents the option between financial support and the removal of the U.S. Navy within three years. Actionists rejected this offer and continued to demand immediate withdrawal. An informal referendum in July 2001 showed that 70% of the population wanted the Navy to leave immediately. President Bush reversed Clinton's attempts to negotiate with Vieques and stated that the Navy would halt military exercises in February and leave the island by May 2003. The closure of both military bases on Vieques was met with an island-wide celebration and support rally. The land was given to the Department of the Interior for the purpose of building a wildlife refuge. Some debate has continued over the high cost of clean up as well as the issues of control and ownership of the former military sites.

They do get to vote in the General Election.
But, like other territories, they don’t get any Electoral Votes. Their numbers only count towards the overall popular vote.
If they leave the islands and move to a state, as citizens they can vote there and their vote will count towards that states Electors.
