When they could have— in Jan 2015, done as Ryan said...85% defund and kill it.
So THIS is the Boehner desired second choice for speaker. Not gonna happen. Now they want the presidency for 2/3rds of the govt.— and if that prez is yeb... not gonna happen. And maybe not if it’s Trump.

Given that Obamacare is unconstitutional in the first place (regardless what activist justices want everybody to think about Obamacare), the corrupt, Democratic-controlled Congress wrong to pass the bill that established Obamacare, I don’t see how the present RINO-controlled Congress can get around an Obama veto of any bill that dares to repeal it, corrections welcome.

Regarding a veto, it takes a 2/3 supermajority of each House to override a presidential veto. But thanks to the combination of the ill-conceived 17th Amendment and low-information voters, even after three election cycles, enough cycles to have replaced every member of the Senate by now, patriot voters have still not elected enough senators to override a presidential veto.
The 17th Amendment needs to disappear, and corrupt senators who fail to protect the states by helping to pass unconstitutional House appropriations bills along with it.
Obama would veto it, then threaten to shut down the government, and a Speaker Ryno would be guaranteed to do what Boehner would do, which is fold. They have a fear of government shutdowns the way vampires fear garlic.
