Yes and no to pretty much all of this.
There is no 2nd Amendment in Israel, and for good reason, in that there are a number of people who are Muslim nuts and would turn the weapons on their fellow citizens.
And the rules vary depending where you are. For example, in certain parts of Judea and Samaria you can have a pistol, shotgun, or M16 depending on who you are. Certain number of rounds.
Military (including reserves and retired) get pistols and M16 for home, depending, etc.
There are a number of professions that can get pistols — security guard, jeweler, etc. And these are used -— I think the diamond district is probably the heaviest armed segment of society outside the IDF.
But, yes, there are some pretty serious hurdles to overcome for civilian carry.
As a practical matter, however, almost every Jewish person is ex-military and can wrangle some sort of small arm if inclined.

Right, they should definitely be unarmed so that by the time they really know for sure there is a danger, it's definitely too late.

The “Left” despises true equality. A billionaire and a homeless person can be in the same room together, both holding a handgun, both totally equal. If the billionaire can disarm the homeless person, then they are no longer equal in the billionaire’s mind, that is the entire push behind gun control.
