The Obama stimulus turned out to be a bailout for the states.
In Texas we got sizable chunks of Obama stimulus money, but it was spent in lieu of state appropriations. So there was no net increase spending on infrastructure, but it did save the taxpayers money
Yes so much of Baraq’s stim bux wound up in the pockets of regime affiliates...
Texas frequently seems to work things out better than many other states
as for what we saw, anyways,

We have talked a lot about how the meltdown affected the federal govt with plunging tax revenue, but it affected state govts worse because states also depend on tax revenue but have to balance their budgets
well, wherever our money went it sure didn’t go where Obama promised
and we got (depending where you are) zero ‘shovel ready jobs’ from it
all lies.

When Obama handed out his stimulus, he didn't ask, he direct deposited into my checking account. But I didn't spend any of it, I saved it, defeating the purpose of stimulating the economy.
This is really over my head, but I see names involved that I remember and I don’t like at all: Boyden Gray, Randi Weingarten, Robert Wolf; and now this convicted felon John Zaccaro!
Anything Hillary touts from or about the Clinton Foundation is suspect and this sounds like a real fraudulent stinker.
